If this is the first time you open Outlook 2007 since its install, a window will
 immediately pop up asking  you to setup your email account. 
Click yes and proceed.

If this is not the first time you open Outlook 2007, no setup window will pop up.
To setup a new email account just click on Tools and select Accounts Settings like in the
